Our History

The Economic Action Committee was the initial grantee for the Head Start program organized to serve the families of Matagorda County in 1965. In 1991, the EAC voluntarily relinquished its sponsorship of the Head Start program, thus paving the way for sponsorship by the William Smith, Sr., Tri-County Child Development Council, Inc. This sponsorship commemorates the commitment by William Smith, Sr. to encourage the achievement of educational and social excellence by area families.

Our Philosophy

W.S.S. Tri-County Child Development Council, Inc. believes that by empowering the families to meet the needs of their children while striving toward self-sufficiency, provides the family with the greatest opportunity of long-term success.

W.S.S. Tri-County Child Development Council, Inc. believes that by empowering the communities to be more aware of and responsive to the disadvantages of day to day living faced by low income families will provide the greatest likelihood for the prevention of poverty.

Tri-County Child Development Council, Inc. believes that through effective collaboration family members will be afforded the opportunity to access comprehensive services that when sustained over a sufficient period of time will initiate real and meaningful differences in the lives of children and their families.
