The Economic Action Committee was the initial grantee for the Head Start program organized to serve the families of Matagorda County in 1965. In 1991, the EAC voluntarily relinquished its sponsorship of the Head Start program, thus paving the way for sponsorship by the William Smith, Sr., Tri-County Child Development Council, Inc. This sponsorship commemorates the commitment by William Smith, Sr. to encourage the achievement of educational and social excellence by area families.
